In my subject, what does "veut dire" means?

And I often see the word "sur" in my french exercise book, what does "sur" mean?

Last question, is that is it correct to say "ou tu vas" when I ask "where are you going?" Since I can say "ou allez-vous", can I also say "ou vas-tu" and "ou va-il"?

"sur" means generally "on"
"Je suis sur le vélo" = I am on the bike

But "sur" may mean "certain" but is used with an accent "sûr"
"Je suis sûr qu'il vient" = I am certain (or sure) he comes

Where are you going may be translated by "où tu vas" but "où vas-tu" is better.
"Où allez-vous" = Where are you going as well but used for many people or one person you say "vous" as a respectful sign. So they don't have the same using.
"Où va-t-il" = where is he going, so it's totally different, cause the subject is different.

1. veut dire : veut is the conjugated form of the verb vouloir that translates as to want. Dire is a verb and translates as to say. Literally, veut dire is wants to say. It actually translates as means (from the verb to mean), vouloir dire = to mean.

2. sur : this preposition literally means on

3. Où tu vas is colloquial French, the correct forms are Où vas-tu as you correctly put it or Où est-ce que tu vas. Où va-il is almost perfect, there needs to be a euphonic T placed after the verb : when a verb ends in a vowel and is followed by a pronoun such as il(s), elle(s) or on, a T must be inserted between the verb and the pronoun -> Où va-t-il
